The goal of the Commonwealth Office of Transit Authority is to:

  • enhance the access of people living in island villages to health care, shopping, education, employment, public services and recreation;

  • assist in the maintenance, development, improvement, and use of public transportation systems in each island;

  • encourage and facilitate the most efficient use of all Federal funds used to provide passenger transportation in the CNMI through the coordination of programs and services;

  • assist in the development and support of surface transportation inclusive of marine/blue highway;

  • provide for the participation of private transportation providers to the maximum extent feasible;

  • improve mobility for elderly persons, persons with disabilities, and economically disadvantaged persons in villages and municipalities of the CNMI;
